Singapore Government and ICAO ·Posted March 11, 2026Applications are now open for the 2026/2027 Singapore-ICAO Developing Countries Training Programme (DCTP) Fellowships, a capacity-building initiative created through a partnership between the International Civil Aviation Organization (ICAO) and the Government of Singapore. Established in 2001, the programme supports aviation professionals from developing ICAO member states by providing specialized training opportunities in Singapore. The programme has been renewed for another cycle running from May 2025 to March 2028.
Under this programme, 330 fellowships and 10 scholarships will be offered to government officials from eligible developing countries. The training is delivered by the Singapore Aviation Academy (SAA) and focuses on strengthening skills and expertise in civil aviation management, safety, and operations.
For the April 2026 to March 2027 period, about 110 fellowships will be available for short specialized training courses. These courses cover important aviation areas such as aviation safety and security, air traffic services, aircraft accident investigation, aviation law, safety auditing, safety management systems, and sustainable aviation development. Each course has a specific start date and application deadline, typically 16 weeks before the course begins.
The fellowship provides financial support for course fees, hotel accommodation, and a daily allowance for the duration of the training programme.
To be eligible, applicants must be government officials working in the aviation sector whose work responsibilities are relevant to the selected course. Candidates must also receive official endorsement from their reporting officer and the Director-General of Civil Aviation (or an equivalent authority) in their country. Each country is encouraged to nominate only one applicant per course so that more countries can benefit from the programme.
Applicants are required to submit an online application along with a completed nomination form signed by their reporting officer and Director-General of Civil Aviation. This programme provides an excellent opportunity for aviation professionals to strengthen their knowledge, build international networks, and improve aviation systems in their home countries.
